The organization of voting of Russians on the presidential elections in Ukraine should be determined by bilateral agreements between Moscow and Kiev. This was stated by the Bureau for democratic institutions and human rights of the Organization for security and cooperation in Europe (OSCE ODIHR), reports TASS.
“In the absence of international standards or agreements on the organization of voting in foreign elections, I think that the voting process shall be defined by bilateral agreements between the two countries involved,” — said the press Secretary of the OSCE / ODIHR Thomas Rymer.
He stressed that the OSCE / ODIHR is engaged in surveillance on the territory of the Russian Federation.
The Minister of internal Affairs of Ukraine Arsen Avakov said on 16 March that the Ukrainian security forces will not let Russian citizens in the Russian diplomatic mission to the presidential elections. Kiev had made this decision due to the fact that the elections of the President of Russia held in Crimea and Sevastopol, which Ukraine considers its territory. Then, on 17 March, the OSCE has sent to Kiev the appeal, which stressed the need to ensure the rights of Russians during voting on presidential elections of Russia on the territory of Ukraine.
Ukrainian police on 18 March restricted the entrance of Russians to the polling stations in diplomatic missions in Lviv, Odessa and Kiev.
