Deputies from “United Russia” introduced to the State Duma a draft law which introduces administrative liability for the involvement of children and adolescents in an inconsistent public events. The document published on the website of the state Duma.
According to him, article 20.2 of the administrative code is proposed to add a new part for “enticing minors into participation in an unauthorized meeting, rally, demonstration, procession or picketing, if this activity does not contain criminally punishable acts”. For its violation the perpetrator can expect the arrest up to 15 days, mandatory work up to 100 hours or a fine. Its size depends on the status of the offender. The citizens will have to pay 30 to 50 thousand rubles, legal entities — from 250 to 500 thousand, officials — from 50 to 100 thousand.
For repeated violation of the law provides for “increased administrative responsibility.”
The document was prepared by Yevgeny Revenko, Anatoly Vyborny, Olga Okuneva and Alain Arshinova. According to the parliamentarians, the bill is aimed at “preventing harm to the life, health and development” of minors.
In April it became known that the public organization “Young guard of United Russia” (MHER) will begin to train their activists to resist the opposition during the street protests. During the workshops young people will learn how to respond to the attacks of the opposition. In addition, they should be ideologically grounded and to follow the agenda of the media and Telegram channels.
