The Ministry of internal Affairs of Ukraine by the summer of 2018 shall develop a plan for “de-occupation” uncontrolled Kiev territory of Donetsk and Lugansk regions of the country. On Thursday, may 10, said the head of Ministry of internal Affairs Arsen Avakov, reports “Interfax”.
“In the summer we should have this document on hand. It will include two parts: preparatory and practical. The main purpose of the plan is the liberation of the temporarily occupied territories, the restoration of the constitutional order of Ukraine, rights and freedoms of our citizens”, — said Avakov.
The Minister added that the security forces should engage the public to discuss the plan and to inform the public at every stage. Avakov’s adviser Ivan Varchenko said that the working group had identified “all the challenges and threats in the temporarily occupied territories”.
“The working group that worked on this plan, found all the challenges. In particular, the criminal, socio-economic nature related to the conduct of hostilities, informational, cultural and political. And developed ways to overcome them”, — he said.
Avakov urged law enforcement agencies to thoroughly discuss all points of the plan and will soon submit their comments. “We must be prepared for the fact that it will be necessary to come to the liberated territory and to immediately start work. Each of our units has to understand it. We already have similar experience on such territories and, as practice shows, very often we solve not only security issues, but also domestic problems of the local population”, — said the Minister.
In mid-April Avakov revealed his plan for “de-occupation” of Donbass. In his opinion, the territory under control of Kiev should gradually return. “The plan is called the “tactics of small steps, which applauded all”. Peacekeepers come and stand upon the conventional boundary of the city of Gorlovka village Novoazovskiy district. Inside this returning to Ukraine territory to go Ukrainian authorities of justice and hold elections in our law,” he said. The main task of Kiev in these areas is to form a transitional authority, said Avakov.
