Russian banks have started to collect biometric data of the customers in the framework of the project for their remote identification. About this “Kommersant” said the first Deputy Chairman of the Central Bank Olga Skorobogatova.
“The law now — the opening of accounts and deposits, loans, and transfers. In principle, this is the most demanded list of services that the market and the customers themselves said in order to be able to them remotely,” she said.
In a statement on the regulator’s website describes the mechanism of remote recognition. The customer must personally come to the Bank and pass identification. At the first stage this will be used for his voice and facial features.
Then the credit institution will register it in the Unified system of identification and authentication (ESIA), which biometric data will be sent in a Single biometric system (EBS). After that, the citizen will be enough from anywhere to be authorized in the ESIA and confirm your data with the help of gadget or computer. While to be served people will be able in any Bank of your choice without the need to re-take identification.
Since the beginning of July to remotely recognize their customers will be able to about 400 banks. It is planned that by the end of 2018 the system will implement about 20 percent of Russian credit institutions by the end of 2019 — all of the banks.
The experts interviewed by “Kommersant”, pointed out the shortcomings of the mechanism. First and foremost they relate to the safety of personal customer data. There is a risk of fraud in the delivery of biometric data. This will allow the attackers to act on behalf of others. In addition, many banks lack the necessary equipment to authenticate documents.
As a solution to the problems banks are encouraged to create their own mini-database. In them you can store the samples in case of dispute between a client those or other operations.
The law on remote authentication of Bank customers was developed by the head of the Duma Committee on financial market Anatoly Aksakov and adopted by the state Duma in December 2017.
