The Russian economy has not enough resources for the execution of the may decree of President Vladimir Putin, said the head of the audit chamber and the Center for strategic development Alexey Kudrin. His words leads RIA Novosti.
“We need in the near future to see with these suggestions, we are waiting for them from the government. Pre want to say that perhaps these resources will be insufficient to meet the goals set forth by presidential decree. For example, it is difficult to say what area the money will go in the first place”, — Kudrin said at the hearings in the state Duma.
According to him, the government should distribute the funds allocated to destinations and national programmes. Otherwise uncertainty “complicates the definition today the main directions of budget policy”.
Earlier, on 9 July published a draft “Basic directions of budget and tax and customs tariff policy”, submitted to the state Duma. In particular, it defines the cost of execution of the may decree of Putin. In 2019 they will be 1.17 trillion rubles in 2020-m — 1,25 trillion in 2021-m — 1.47 trillion.
May 7, Putin signed a decree on the national goals and strategic objectives of Russia for the period up to 2024. The document outlines the main priorities in the development of the country, mainly in the social sphere, for example, formation of a system of protection of patients ‘ rights, creating mechanisms for the participation of citizens in the creation of a comfortable urban environment, the increase in the birth rate.
Later, Prime Minister Dmitry Medvedev said that the execution of the decree will require eight trillion rubles. They will be added to the expenditure budget, the total amount of which now will be 25 trillion.
