Biometric data the Russians collected by banks under the law on remote identification, does not fall to the collectors, said the Central Bank (CB) in response to a request to RBC on Wednesday, July 11.
“At the present time to collect biometric data and to use the mechanism of remote authentication can only banks in order to open a remote account (Deposit), loan and money transfers without the personal presence of natural persons”, — noted in the Central Bank.
After collecting the data, they are sent in a Single biometric system (EBS) and a Single system of identification and authentication (ESIA). There the information is stored “impersonal and protected to the highest standards.” The use of biometrics in this case is possible only with the consent of the client.
Earlier on July 11, the newspaper “Izvestia” with reference to close to the CB source said that in 2019, collectors will be able to access the biometrics of the Russians. To transmit data they will be banks in the sale of receivables. It is noted that this will help to avoid mistakes in debt collection.
From 30 June, banks have begun to collect biometric data of Russians (voice recording and an image of the face) in the framework of the project for remote authentication. The relevant law was adopted in late 2017. With this information customers will be able to undergo remote authorization and to use services of any Bank participating in the system, even if it there was not an open account.
