The labour Ministry has prepared new proposals to improve the quality of life of Russians, including young mothers and pensioners, “Kommersant” writes. They entered the national project “Demography”, a concept which was prepared by the Ministry of labor.
The Ministry proposes basically to modify the existing support measures of demography, healthy lifestyle and increase its duration, the newspaper writes. The main one — the parent capital, existing since 2007. In addition, young mothers will be encouraged to go to work. It is planned to create additional jobs in the organizations for care and childcare. The target of 68.5 percent of employment among young mothers.
The Ministry also proposes to introduce a system of long-term care for the elderly and disabled. Social institutions for them have become more affordable. To this end, the office launches a pilot project in several regions to identify the needs of older citizens in the specific social services.
Special attention in the project is paid to a healthy lifestyle. The country needs to create an environment “conducive to maintaining a healthy lifestyle and sports,” reads the draft program.
The national project it is planned to spend 3,75 trillion rubles for six years — from 610 to 640 billion annually. Almost a third of these funds will be allocated from regional budgets.
To facilitate the achievement of the defined objectives, the Ministry plans to introduce additional statistics such as the total coefficient of the second and third births, the employment rate of women with children and the availability of schools for the Russians, leading a healthy lifestyle. To take into account these data will have to Rosstat. In particular, consider the last two figures he will allocate additional 181,5 million rubles per year.
