Russians with HIV complained to the UN on torture and discrimination

The Russian community of people living with HIV, sent to the UN Committee against torture report a complaint on the refusal of the Russian patients in antiretroviral therapy (art) and testing for immune status, reports “Kommersant”.

“Discontinuation of treatment, discontinuation of treatment or receiving at least three drugs from the scheme of ARV therapy in patients with HIV infection can lead to the progression of serious diseases, development of resistant forms of the virus that leads to death” — note the authors of the alternative report.

According to the report, are often met with rejections detainees, prisoners and persons without permanent registration. The authors indicate that failures are associated with discrimination and “cause unnecessary pain”.

The report presents more than 10 cases of HIV-infected prisoners in need of therapy: in SIZO No. 6 of the Federal penitentiary service in Moscow region concluded more than seven months refused to art, a similar difficulty was recorded in IK-5 of the Federal penitentiary service in the Tambov region the inmate with HIV and hepatitis C and in the women’s colony No. 9 in the Novosibirsk region, when art broke all prisoners. As the authors of the report, denial of treatment and testing for HIV in places of deprivation of liberty falls under the definition of articles 1 and 16 of the Convention against torture.

Earlier, Rospotrebnadzor reported about the shortage of allocated state funds for antiretroviral drugs: only a third of HIV-infected patients receiving the therapy.
