Minister of energy Alexander Novak said that the rise in gasoline prices in 2019 would be able to keep using the mechanism of reverse excise duty, reports RIA Novosti.
“As for the situation with the prices for diesel fuel and gasoline, despite the growth in excise taxes relative to the base, which this year exists, we have within the legislation, was passed this summer in the so-called tax maneuver of the damping mechanism, which will reduce the cost of incoming raw materials to refineries, the so — called reverse excise duty,” said Novak.
Thus, the reverse excise is entitled to refund of excise duty on volumes of oil that are recycled. This is sort of tax deduction for oil refineries (refinery).
The day before, on August 27, Deputy Prime Minister Dmitry Kozak said about raising the excise tax on gasoline at the beginning of 2019. He assured that the government will not allow new rise in price of gasoline — he has all the tools.
Prior to that, head of the Russian fuel Union (RTS) Evgenie Arkusha has warned about a possible new rise in price of gasoline. According to him, it happens because of the preservation provisions in oil and gas markets, and also due to the increase in VAT and excise duties.
In April 2018 in Russia began to rise the price of gasoline. By may, the increase amounted to eight cents per liter. After taken by the authorities measures, prices have stabilized.
