Federal service of execution of punishments (FSIN) has ordered a new kind of DVR for the staff of SIZO and colonies, they will not be able to disable it. In an interview with TASS said the Deputy Director of Department Valery Maksimenko Monday, September 3.
“And now, DVRs that are to be applied in contact with prisoners in all detention centers and correctional institutions, there will be new models — the man can neither turn off, nor rewind, nor cut anything from the record,” he said.
According to him, the employee starting a shift, will receive the engineer of the special Department to be established at every institution, has included a DVR, and his entire workday to be recorded. The entry will be moved to the server and stored for quite a long time, and records about use of force and non — lethal weapons- permanently.
Of them will technically be possible to pull the flash card, something to rewrite or edit. The FSIN has agreed to supply the new DVRs.
Maksimenko said that by the end of the year will be a system that will make it impossible to disable security cameras or intervening in database storage of recordings is not only the staff, but also the heads of regional offices of the FSIN. And in the future the Agency intends to make total coverage video-surveillance of all premises in the colonies and the prison where the prisoners are.
The FPS began developing a new set of measures for the protection of prisoners in colonies and SIZO from illegal actions of employees after the incident in Yaroslavl prison. Human rights activists have published a video of beating a prisoner Evgeny Makarov then 18 members of the colony was dismissed, some of them were defendants in criminal proceedings about abuse of authority.
