The project on construction of high speed railway Moscow — Kazan may not be implemented, writes “Kommersant” with reference to the materials of the Railways, which should be one of the concessionaires of the project.
According to the newspaper, the project needs state funding in the amount of 700 billion rubles in the form of capital grant, which then will not be charged. In this case, investors can expect a positive net present value (the difference between revenues and costs for the project given to date) in the amount 145,6 billion. Otherwise it will be negative and will be 641,9 billion.
In addition to a subsidiary of Russian Railways high-Speed rail lines in the project for the construction of the highway can be a part of the foreign company (can be a German and Chinese investors). They will take on the role of concessionaire, and the grantor will be Roszheldor.
While grant is not allocated, is in no hurry to build highways and Railways. The company plans the construction of only one section of the highway from Moscow to Vladimir. The cost is 419,1 billion rubles, of which Russian Railways is ready to allocate 201,3 billion in its investment program. The rest is planned to attract through concession bonds and foreign partners. This site is included in the plan development of trunk infrastructure for the authorship of the Ministry of economic development. For the start of construction requires that a plan was approved.
