Russians forced to save for a mortgage

Russia is preparing a draft law on accumulative mortgage. About it in interview to “Rossiyskaya Gazeta” was told by one of the authors of the document, the Chairman of the Duma Committee on financial market, the Chairman of the Board of the Association of banks of Russia Anatoly Aksakov.

New financial tool is designed to encourage Russians to save money for housing, keeping them on Deposit with certain returns in the Bank. Such customers will be offered a simplified procedure for granting housing loans and reduced rates on them. “Accumulative mortgage will be to encourage people with average income to savings activity and will give the acceleration of the growth of the entire economy, as it encourages the development of the construction industry,” — said Aksakov.

The bill I plan to introduce in the Duma in the fall of 2018.

Earlier, the Director of the Institute of globalization problems Mikhail Delyagin, gave his assessment of the situation with the mortgage in Russia. According to experts, the activity of the Russians in the market of loans and borrowings is due to the fact that people no longer expect improvement of the economic situation.

“A significant portion of the increase is the mortgage loans, the economist noted. — People in time of crisis, do not take loans, but seem to have given up hope of improvement.
