The law on partial decriminalization of article 282 of the criminal code “inciting hatred or hostility, and humiliation of human dignity” will take the fall, said the speaker of the Federation Council Valentina Matvienko. Her words leads TASS on Thursday, October 4.
“In terms of: I’m sure we will do very quickly, because the perception that law in society remains high. Sure we will take in this session, possibly for a month and a half, not later,” she said.
Matvienko noted the timeliness of this initiative. She stressed that President Vladimir Putin, who has previously submitted to the state Duma a draft law “closely followed the debate in society.”
The speaker expressed confidence that “this law even after amendment need constant monitoring of law enforcement practice, and, moreover, further development and refinement.”
The head of state proposed to abolish criminal penalties for a single violation that does not pose a serious threat to the constitutional order. Criminal liability for extremism, committed publicly, on the Internet or the media, will occur in case if the violation occurred more than once during the year.
The Kremlin said that the bill is intended “to correct the manifestations of insanity.”
