In the first half of 2018, the government reduced spending on medicines for the beneficiaries of 55.1 billion, which is 20.9% less than in the same period a year earlier, writes “Kommersant” with reference to the report of marketing company DSM Group.
On the allocated money from the budget since the beginning of the year it was purchased 43,6 million packages of medication, which is 7.8% less than in the first half of 2017. All procurement under the program “Seven nosologies” for the treatment of rare diseases has decreased by almost a third, while other categories of beneficiaries — at 6.7 percent.
The publication notes that the reduction of expenditure budgets are not made of cheaper medicines of Russian origin is more popular with their procuring agencies. During the year the share of domestic medicines on the list of high-cost nosologies decreased by 11 percent.
Previously, doctors complained of a shortage of medicines in hospitals. Many doctors said that can’t write out preferential medicines, because they are not in the pharmacy. A third of employees of medical institutions appreciated the availability of preferential medicines for the population as low. In response, the Ministry of health recognized the need to monitor the availability of soft drugs in the regions. Prime Minister Dmitry Medvedev promised that the government will allocate an additional to medicines almost 750 million rubles due to the increased number of recipients for the second quarter of this year. However, the budget for drug procurement for beneficiaries will not be increased until 2020.
To preferential categories of citizens in Russia are veterans, invalids, pensioners, children up to three years, mothers with many children and patients with certain rare diseases.
