“The mortgage doesn’t have to end, you need to create additional mechanisms to meet the housing needs of the citizens that a mortgage can not afford, and perhaps their back and not need to haul for them must be a special system of non-profit recruitment,” said Plutnik, adding that this will require significant budgetary resources.

The CEO Of The House.RF added that it is necessary to remember that a mortgage is a commercial product and always carries certain risks. Thus, according to the forecasts of the Plutnik, the mortgage will remain the primary mechanism for solving the housing problem in Russia.

That 80 percent of Russians have no opportunity to use a mortgage to buy a home in the summer of 2018, said the economist, Director of the Institute of globalization problems Mikhail Delyagin.

“This is not the horror that was five or six years ago, the economist noted. — [But] the increased availability of mortgage lending combined with the absolute poverty of the vast masses of people. [Mortgage lending] became more affordable for the middle class, but remain inaccessible to 80 percent of the population.”
