Siberian fugitive convict caught 21 years later

In Perm, police detained convicted person, 21 years ago, escaped from penal colony No. 14 in the Irkutsk region. On Monday, October 29, reported on the website of Irkutsk regional Prosecutor’s office.

In March 1996, a man by the name of Ruskin was sentenced to 7.5 years of imprisonment. During his imprisonment in September 1997 he received a 12-day vacation with the right to travel in the city of Angarsk, but at the appointed time in the colony did not return and was declared missing.

After 21 years as a result quickly-search actions he was detained in Perm.

“Because Rumkin escaped in unserved and conviction by the verdict of 1996, the court considered aggravating circumstance — recidivism, in connection with which to serve his sentence, the court has identified him in the colony for a period of 5 years 3 months”, — stated in the message of Prosecutor’s office.
