The head of the FSB Alexander Bortnikov, has proposed to set up a storage system for the encryption keys of correspondence by messengers. In his opinion, this will make it easier for intelligence agencies to access communications of terrorists, RIA Novosti reported.
To develop uniform rules for the treatment of encryption keys is possible only with close cooperation of security forces, mobile operators and telecommunications companies, says the head of the Department.
“The rights and freedoms of law-abiding citizens in terms of privacy must be fully respected,” the Agency quoted Bortnikov.
Due to the failure to provide the FSB encryption keys that allow you to read the correspondence of users in Russia blocked Telegram. The owner of the messenger, Pavel Durov stated that the requirement of the FSB not only unconstitutional but also unenforceable technically.
In early November, the government prepared new rules for checking user messenger, in accordance with which they will be used only by the person named in the phone number. Messengers may be required to verify the identity of users and transmit information about them to mobile operators. According to the authors of the new rules, the operator will take 20 minutes. If the user information matches with information in the company database, authentication will not complete.
