Prime Minister Shinzo Abe wants to invite Russian President Vladimir Putin to accelerate negotiations on a territorial question. It is reported by the “Mainichi” with reference to sources.
It is expected that the sides will discuss the signing of the peace Treaty on the basis of Joint Soviet-Japanese Declaration of 1956. According to this document, Moscow allows the transfer to Japan the Habomai and Shikotan after the conclusion of a peace Treaty. The fate of Kunashir and Iturup are not mentioned.
According to the newspaper, Abe agree to be bound by this document. Earlier, Japanese authorities insisted on a different sequence – to transfer the southern Kuriles, and only after that to conclude a peace Treaty.
In September 2018 the President of Russia Vladimir Putin in the East economic forum has proposed to the Prime Minister of Japan Shinzo Abe sign a peace Treaty until the end of 2018, without pre-conditions. Japan rejected the proposal and stated that peace will not be concluded until then, until the countries resolve the territorial dispute on the Kuril Islands. In Tokyo he also questioned the spontaneity of Putin’s proposal and suggested that it was planned in advance.
The peace Treaty between Russia and Japan have not signed more than 70 years. The conclusion of the Tokyo refers to the return of the Islands of Iturup, Kunashir, Shikotan and Habomai. Moscow believes that the Southern Kuril Islands became part of the Soviet Union at the end of the Second world war, and sovereignty over them is unquestionable.
