Served in Syria, the Russian General put on trial

The former head of the Russian Center for reconciliation of the warring parties in Syria, Lieutenant General Sergei Charkov is accused of stealing six billion rubles. This was reported by “Kommersant”.

The theft occurred during the execution of the state contract concluded between the Military Academy of the General staff and the scientific-production Association “Russian basic information technologies” (NGOs Rusbiotech). A source told the publication that we are talking about a closed transaction on rendering of special technical services in the amount of 400 million rubles. Charkow, who holds the post of Deputy head of the Military Academy, allegedly sent to NGOs a few people to work on the contract. For three years Rusbiotech paid them about six million rubles in salary, however, the investigation believes that the employees actually were souls of the dead and all the money got Charkova.

Protection General argues that no direct evidence of his involvement in the theft is not, and the result is based only on “vague testimony of several witnesses.” The lawyer confirmed that Charkow was responsible for the interaction of the Academy with commercial entities on matters of government contracts, however, were not related to their financial component.

A criminal case for fraud on a large scale was initiated in April 2018 in relation to unidentified persons. Earlier the General-Lieutenant Charkov was held by him as a witness. The other day he was charged, he became the first defendant in the case. Charkov is under house arrest, he is allowed to walk three hours a day, morning and evening.

Charkov headed the Center for conciliation of the warring parties in Syria since may to October 2016. He ensured the passage of humanitarian convoys and conducted negotiations with the opposition, which tried to attract to their side to fight with radical Islamists. For participation in the Syrian campaign Charkov received the order “For military merit”, the departmental medal and the title of Lieutenant-General.
