Russian President Vladimir Putin signed a package of laws on introduction in four regions of Russia experiment on the introduction of a tax for the self-employed. The document is available on the official portal of legal information.

Under the new rules, from 1 January 2019 until 31 December 2028 in Moscow, the Moscow and Kaluga regions, as well as in Tatarstan will impose a tax of 4 percent of income received from operations (sale of goods, works, services, property rights) individuals, and 6 percent with legal entities and individual entrepreneurs.

Under the experimental regime, the citizens are exempt from paying tax on the income of individuals (personal income tax) and pay VAT, except for importation of goods into the territory of the Russian Federation.

The new regime will be able to use individuals who have no employer and do not attract employees under labor contracts. Income must not exceed 2.4 million rubles per year (200 thousand rubles per month).

SP can go to the simplified taxation if their activity does not require registration as an individual entrepreneur.

The experiment will not be able to participate arbitration managers, mediators, appraisers, notaries engaged in private practice, lawyers.

At a reduced rate not to declare income from the sale of real estate, vehicles, the sale of securities and derivative financial instruments, the sale of shares in the Charter capital of organizations, shares in mutual funds cooperatives and mutual funds.

According to various estimates, currently live in Russia from 12 million to 24 million self-employed who do not pay taxes on their income.
