The environmental situation in the lake Baikal area continues to deteriorate, RIA Novosti reported with reference to the inspection carried out by the accounting chamber.
Thus, a dedicated in saving from 2015 to 2018 8,4 billion rubles from the budget were wasted.
“The lack of landfills and facilities for waste management on the background of annual growth creates upside risks of unauthorized dumps,” say the auditors.
According to the Federal target program for the protection of the unique lake for the years 2012-2020, there was supposed to be four landfills. However, the audit showed that “three in operation, but not functioning, one not completed”.
The elimination of the negative impact of the Baikalsk pulp and paper mill in the framework of the program yet, in fact, did not start. Preparation of project documentation, according to SP, left 131 million rubles, but it “cannot be used because it needs adjustment”.
After reviewing the audit materials, the Ministry of environment has established a new unit to monitor the situation in the Baikal area.
