The Commissioner for human rights in Russia Tatyana Moskalkova has published dedicated to the International day of disabled persons appeal, which refers to the mass complaints of Russians on the arbitrariness of officials, establishing groups of disability.
According to her, the problem is the lack of an independent Institute for medico-social expertise, by which it would be possible to challenge the decision of these people.
About necessity of creation of such structures, as noted Moskalkova, human rights activists say past two decades, but solution is still there.
People with disabilities also often complain of red tape, which they did not receive the necessary for rehabilitation or adaptation of equipment, monetary compensation, and declared, but is actually missing the “accessible environment”.
In addition, the Ombudsman stressed the importance of involving the public and all responsible government agencies to protect the rights to receive proper treatment and care of Russians are treated in mental institutions.
