With commissioners due to the lack of personnel plan to remove the responsibilities for reviewing applications for economic and serious crimes, but also to replace their paperwork with electronic reports. This is stated in the text of the draft order of MIA of Russia, which is a public discussion and anti-corruption expertise.
The goal is to optimize the functionality of the precinct, whose main task, as indicated in the Department — preventive work in the administrative area.
As stated in the order, the excessive load on the precinct entails an outflow of the resources and becomes the cause of the persistent shortage of personnel. In addition, employees are constantly distracted for the solution of operational tasks outside of their areas, as well as for the fulfillment of obligations not connected with their direct tasks.
In this regard, the Ministry of internal Affairs offers to withdraw from the district the verification of part of registered statements and messages on crimes of economic orientation, of grave and especially grave crimes, administrative offences and accidents which occurred outside the territory assigned to the plots.
It is expected that the order will come into force in may 2019.
In September it became known about the Ministry proposal to increase the number of employees that can request banks information on accounts, deposits and transactions of entrepreneurs and legal entities, even if they are not suspects or accused in a criminal case.
