Parents of children with disabilities across Russia came out to protest and demanded to increase the size of allowances for persons caring for a disabled (LOW), because “to live on this money it is impossible”, writes “Kommersant”.
Now the state pays 5.5 thousand rubles parent or guardian caring for a disabled child or disabled since childhood I group. If looked after the “other person”, for example, adult children for parents, they receive only 1.2 thousand rubles per month. In many cases, caring for this sum is the only income, because combining work and care is almost impossible.
Many participants of the meeting admitted that the money they are sorely lacking, many have huge debts and loans. “Increased unemployment, a tremendous rise of prices on food, medications, utilities, and we have not added a penny”, — said the resident of Kaliningrad, mother of 15-year-old wheelchair Marina.
In conversation with the newspaper the organizer of the rally in Ulyanovsk Ildar Gabitov noted that LOWE call themselves “the people, neglected by the state.” Example – the approved budget for the following year in which expenditures to increase benefits once again not provided.
Rallies were timed to the International day of persons with disabilities and were held in 17 Russian cities: Moscow, Saint-Petersburg, Kazan, Kirov, Kaliningrad, Kursk, Krasnoyarsk, Voronezh, Vladimir, Belgorod, Simferopol, Sevastopol, Saratov, Perm, Ufa, Ulyanovsk and Vladikavkaz.
Earlier, the organisers of the campaign, the mother of a disabled child Svetlana Starkova created Change.org petition to equate Federal aid to the minimum wage (SMIC), which in 2018 amounted to more than 11.1 thousand. Starkova noted that when the disabled family one of family member has to devote himself to the care and stop working. “As a result, care for people with disabilities become dependent on their disabilities,” wrote the woman. At the time of publication of news its petition has collected nearly 764 thousand votes.
