New technical regulations “On safety of alcohol products” can significantly complicate the delivery of foreign alcohol in Russia. About it reports “Kommersant” with reference to the letter of the Committee of producers of alcohol products aimed at the Finance Ministry.
The technical regulations establishes uniform requirements for the Russian manufacturers of alcohol, and importers of the full conformity of raw materials and production facilities with the technical regulations “On safety of food products”. When producing abroad, the importer will not be able to “ensure and document” that the production meets all Russian standards. Thus, there is a risk of a ban on the import of certain drinks.
In addition, new technical regulations changes the definition of alcoholic beverages (spirits), excluding from it the distillate. “In other words, part of the products, which now applies to alcoholic beverages, cease to be, and, consequently, the plant will not be able to release it, as the license he is to release alcoholic beverages”, — is spoken in the letter.
The Director of the Department of tax and customs policy of the Ministry of Finance Alexey Sazanov stated that it does not share the concerns of foreign producers and believes that the requirements for imported made in Russia drinks should be the same.
In the summer the Commissioner for human entrepreneurs Boris Titov has proposed to Russian President Vladimir Putin to introduce a special duty on the import of wine, wine materials, cognac alcohols and, possibly, spirits. According to his calculations, this will give the government up to 30 billion rubles and protect Russian winemakers from the competition.
