Professionalism lower house of Parliament has risen because voters are no longer to delegate it “outrageous characters,” said the speaker of the state Duma Vyacheslav Volodin in interview to “Rossiyskaya Gazeta” on the eve of the 25th anniversary of the Russian Parliament.
According to him, the Russians began to believe less populist and more responsible approach to the nomination to the state Duma deputies. The speaker of the lower chamber stressed that changes in professionalism and level of awareness of MPs is the result of transformations that occur in society. “Thus, the fact that more responsible people have been delegated the power, is a credit to our citizens”, — said Volodin.
Over 25 years of work of the state Duma, deputies took more than 7 thousand laws, and the requirements for parliamentarians tightened. “Had an obligation to declare the income to report on foreign ownership. Now we are entering a new frontier in terms of transparency”, he explained. Volodin also announced a bill that would not allow conflict of interests.
The speaker said that he would give up parliamentary allowances to pensions. He recalled that half the proceeds every year go to charity, but to the deputies not to “fit one mold”. Volodin said that, most likely, from the retirement preferences of the refuse of former employees of the civil service and came from business. “But for those who came to the Duma from the system of education, culture, health, of course, for them will be a question of choice,” he concluded.
In October the state Duma adopted the law that gives MPs and senators the right to voluntarily give up a monthly pension Supplement. In November it became clear that most of them are not planning to withdraw from the pension preferences.
