Former Director of the Department of capital construction of Sevastopol Andrey Popov will appear before the court for the issuance to veterans who are unfit for habitation apartments. This was reported on the website of the Investigative Committee for the region.

According to investigators, the incident occurred during the execution of the state programme for the years 2017-2020, in which veterans had to provide nine apartments with a total value of 20 million rubles. Sevastopol official has signed the additional agreement with the contractor, which had been illegally reduced the area of the purchased apartment and the cost of the contract.

It is noted that the apartments were provided without conducting examinations for compliance with legislation, construction-technical and sanitary standards. So, according to the granddaughter of one of the veterans, the pensioner has received only half the rooms in the “odnushke”, separated by a partition. In addition, the apartment and the entrance were two doors, as well as partially lacking of communication.

Popov charged with “committing an official action is clearly beyond its powers and have entailed essential infringement of rights and legitimate interests of citizens”. Soon his case will be directed for consideration to court. Earlier, the head of Sevastopol demoted Popov.
