In the state Duma a bill that de facto impose a veto on the preparation of legal acts for the transfer of the Kuril Islands to other countries. The document is published in the database of the lower house on Thursday, January 10.
The draft law “On territorial claims to the Russian Federation from Japan” prepared by a member of the LDPR faction Sergei Ivanov. The document States that any laws on the rejection of the territory of the Kuril Islands may not have legal force.
The Kuril Islands are an integral part of the Russian Federation, in the composition of the Sakhalin region, said in the bill.
Legislative initiative was a response to the adoption by the Japanese Parliament of the amendments that reinforce the belonging of the Kuril Islands to Japan, stated in the explanatory Memorandum.
In November, the Kremlin’s spokesman, Dmitry Peskov, ruled out an automatic transfer of the Kuril Islands.
The Japanese authorities consider the Southern Kuril Islands the “Northern territories” and not admit them on Russian sovereignty. Moscow does not recognize the existence of grounds for the territorial dispute.
