In Russia, said the restrictions prohibiting the receipt of gifts by officials. This was stated by the Deputy head of the government Andrey Loginov, reports RIA Novosti.
He noted that the new rules will not apply to teachers and doctors, and will be directed only to officials. “I just say — there are hotheads who propose to distribute them to the watchmen, cleaners and Technicals. I don’t think it is possible to agree with this. (…) This is all written for us, for the officials”, — explained his position by the civil servant.
Loginov added that the ban on receiving expensive gifts is associated with the possibility of malpractice: giving a bribe, commercial bribery and other illegal acts. That is why changes are made to the anti-corruption law and not the law “About education” or “healthcare”.
According to him, the ban on receipt of gifts worth three thousand rubles, workers of medical, educational and other state institutions was made at a time when this amount corresponded to about one hundred dollars. “Today the situation is different, but this amount easy to fit and a box of chocolates, and a bottle of champagne, a book and a bouquet of flowers” — he stressed. Loginov added that misinterpretation came from the phrase “with the exception of cases established by law”, which was regarded as a simple desire to limit employees ‘ gifts.
On 10 December it became known that in the state Duma received a bill under which Russian doctors and teachers forbidden to receive gifts on holidays. This category of state employees are going to distribute anti-corruption standards for Federal employees. If the law is passed, the only acceptable gifts are flowers and the office. Employees will also be obliged to inform the management about predispose them to corruption people.
On 24 October the Commission on legislative activities of the government approved the draft law establishing the list of permissible gifts to public servants. Instead of the limit value (not more than three thousand rubles), in force today, there will be a list of allowed gifts.
