The Ministry of economic development plans to create a “sandbox”, which will be pilot sites to test innovative digital technologies. It is reported by RBC with reference to the bill “About the pilot legal regimes in digital innovation”.
“Sandbox” should solve the problem of the imperfection of the Russian laws, so they have some regulatory practices will be run in. This should make life easier for innovative projects, implementation of which is braked because of the laws.
According to the initiative, it will be able to take part legal entities and individual entrepreneurs, Executive authorities and local self-government, which will check in a limited period (maximum three years) the effectiveness of innovations on the basis of “sandbox”. This will help weed out non-working models and to reduce the costs of the initiators. Tax payments will remain a mandatory requirement for all participants without exception.
As examples of participants in such “sandbox”, the publication presents projects, specializing, for example, big data, blockchain, Neurotechnology and artificial intelligence, quantum technologies, robotics. In charge of the program “Digital economy” Deputy Prime Minister Maxim Akimov called the project “a space where you can do what is not yet entirely resolved.”
A similar project from April 2018 implements the Bank of Russia. The regulator noted that on the basis of their “sandbox” in the work are more than 20 initiatives in the field of Finance. One of the first people tested in the sandbox from the Central Bank, was the project of the savings Bank.
This project could become “Halal Sberbank” offices, which would work according to the rules of Islamic banking.
