Russia’s investigative Committee found no grounds for a preliminary examination of the circumstances of the detention of the head of the Chechen representative office of the human rights centre “memorial” Ouba Titiev, who wrote a statement about him the police planted the drugs. About it “Interfax” was informed in the Council on human rights at the President (SPCH).

“According to information provided by the investigative Department of the Investigative Committee of Russia in the Chechen Republic reports about illegal actions of police officers in relation to Titieva not received,” — stated in the HRC. In addition, the response of the Minister noted that the investigators are not empowered to monitor the activities of internal Affairs bodies.

Earlier the lawyer Titieva appealed to the Investigative Committee in Chechnya with a statement 60-year-old defendant complained that the police gave him a package of drugs during the car inspection. In turn, the head of the HRC Mikhail Fedotov asked to inspect the detention of human rights to the Chairman of the Investigative Committee.

Titieva on the detention it became known on 9 January. Police reported finding in his car of a package with a substance, having the smell of marijuana. Chairman of the Board of the human rights centre “memorial” Alexander Cherkasov linked the colleagues with his professional activity, which “provoked the disapproval of the Chechen authorities.”
