The UN to resolve the conflict in the East of Ukraine should consider the deployment of a force of 20 thousand troops from States not members of NATO, as well as four thousand police officers. About it reports Reuters, citing a report to be presented at the Munich security conference this week.
The document was developed by the former NATO Secretary General Anders Fogh Rasmussen, 2016, occupying the position of adviser to the President of Ukraine Petro Poroshenko. The report will be presented to high-ranking officials, such as the special representative of the USA concerning Ukraine Kurt Volker, on Saturday, February 17.
“For the operation should involve several European countries such as Sweden, a number of countries with experience in peacekeeping operations, for example, Brazil; as well as countries trust Russia, such as Belarus”, — said one of the authors of the report Richd Govan.
He noted that participation in the operation it is impossible to attract 50 thousand peacekeepers would like to some experts, because Moscow will oppose such a large contingent. In addition, expect to provide so many soldiers from countries participating in the operation would be unrealistic.
Govan stressed that the establishment of peacekeeping forces will help to hold local elections in Eastern Ukraine, as stated in the signed in 2015 Minsk agreements. “If you can quickly enough to deploy the presence of the [peacekeepers] in the field, to the subject of the local elections could come within 12 months, and then to leave the peacekeepers in the period of “cooling” the situation in total, two years,” he said.
At the same time on the way to the adoption of the UN peacekeeping forces, there are serious obstacles, the Agency said. After all, Russia as a permanent member of the UN Security Council has veto power, and it can oppose some parts. In addition, Sweden must agree to lead the mission.
On 4 November the special representative of the US state Department in Ukraine Kurt Volker said in Washington believe the Russian initiative on placing peacekeeping mission in the Donbass. He said that Washington has asked Kiev “not to introduce a competing resolution” and “try to agree” and “agree on principles and elements of” the possible deployment of the UN peacekeeping mission in the framework of the Russian initiative.
On 11 September the President of Russia Vladimir Putin has invited German Chancellor Angela Merkel to place UN peacekeepers not just along the disengagement line in Donbass, as well as “other places where the SMM, the OSCE conducts its inspection trip”.
On 5 September a resolution on the peacekeepers by order of the President of Russia in the UN security Council has made Moscow. The proposal suggests placing the mission on the demarcation line between the militias of the unrecognized republics and Armed forces of Ukraine.
