The European court of human rights (ECHR) recognized the right of Ukraine to pay pensions beyond the control of Kiev parts of Donetsk and Lugansk regions. About this in his Facebook account said the Deputy Minister of justice of Ukraine on European integration Sergei Petukhov.
“The ECHR confirmed that Ukraine has made every effort to ensure social payments to inhabitants of the occupied Donbass. Due to the ongoing conflict, we are physically unable to pay pensions on the temporarily uncontrolled part of Donbass, and it is not a violation of the Convention [on human rights]”, — he wrote.
Cocks argues that at the present time to pay pensions in Donbas can only be Russia, which, according to him, “now exercises effective control over that territory”.
In September 2017 the adviser to the Minister of Ukraine on refugees Olesya Tsybulko said that the deprived Kiev of payments to the pensioners of Donbass can massively file lawsuits in the ECHR. “People on the uncontrolled territory did not leave a single chance to get his pension, but to come to Ukraine to deceive the state and to declare that he is “internally displaced person”. In February last year, the coordinator system of the UN in Ukraine Neil Walker said that the United Nations “very seriously concerned and has repeatedly raised the issue regarding the termination of social benefits and pensions”. “In some cases, where people have been excluded from the lists of payments, these actions even violated the Ukrainian laws, not to mention international ones,” he said.
In September 2016, the Deputy speaker of the Verkhovna Rada Iryna Gerashchenko made a statement that the Ukrainian government will not make social payments to residents of Donbas. She called pensioners of the region’s “dead souls”.
