The President of Ukraine Petro Poroshenko has signed the law on the reintegration of Donbass, allowing him to declare martial law in the country. It is reported by RIA Novosti.
The bill “On peculiarities of state policy on ensuring state sovereignty of Ukraine on the temporarily occupied territories in the Donetsk and Lugansk regions” introduced in Parliament of Ukraine personally Poroshenko on 4 October 2017. Parliament adopted its second reading on 18 February, his hearing lasted three days.
The document allows the President to send troops into any territory, to apply armed forces at any time and indefinitely, and gives the leader the authority to declare martial law.
According to the law, parts of the Donetsk and Lugansk regions of Ukraine are recognized as occupied territories under control, “armed forces of the Russian Federation” and “the occupation administration of Russia”. The members of Parliament refused to accept the amendment, according to which the self-proclaimed Donetsk and Luhansk people’s republics (DPR and LPR) are recognized as “terrorist organizations”.
Russia in the document officially recognized the “land-occupier”. In addition, the law imposes on Moscow responsibility for moral and material damages caused to Ukraine, its public authorities and local self-government”.
This provision gives Kiev the right to file a complaint in the world court and demand compensation. MP from the faction “block of Petro Poroshenko” Irina Lutsenko has estimated the damage from the “Russian occupation” of $ 50 billion excluding funds required for the restoration of the territories of the South-East of Ukraine and Crimea, which, according to the official position of Kiev, is also occupied.
The law on the reintegration of Donbass will enter into force on the day following its publication in the official press.
