Rambler fined for refusing to give the data user mail

Russia’s Supreme court ruled lawful the decision of the Central Bank to be fined LLC “Rambler Internet holding” on 500 thousand rubles for failure to provide information about the user email. This was reported on the website of the RAPE.

“The arguments proving substantial violations of substantive and procedural law that could influence the outcome of the case and are sufficient grounds for revision of the contested judicial acts by way of cassation, the company “Rambler Internet holding” not given”, — is spoken in the message.

According to court documents, the Central Bank carried out the inspection for possible manipulation of the markets for various securities at the auctions of CJSC “MICEX stock exchange”. The regulator has sent a request to the “Rambler” from the requirement to issue user data mail.rambler.ru — “Rambler/Mail”.

The company refused to comply with the requirement because it felt that the request can be satisfied only on the basis of the law “On counteracting improper use of insider information and market manipulation and on amendments to certain legislative acts of the Russian Federation”.

The Moscow arbitration court in the decision in June 2017 held that the requirement of the regulator necessary for the performance. The appellate court on 14 September and the court of cassation on 6 December 2017 has left this decision without changes.
