The former mayor of Yaroslavl Evgeny Urlashov, who is serving a sentence for receiving bribes, told reporters on torture in the colonies. Fragments of his letters published in the local website 76.ru.
In his letter Urlashov says that torture is regularly practised “in all the camps and detention centers of the Yaroslavl region, but also throughout Russia.” As an example, he cites the situation in the Rybinsk prison-2 “Sofia”, as well as in correctional colonies No. 2 and 12 Sheksna.
“Beaten severely with batons, fists, feet. Forced to hunker down for 4-8 hours, regardless of age and health. This is well known not only to prisoners but also many public organizations, the Prosecutor’s office, Investigative Committee, different to the Plenipotentiaries and deputies,” — says the former mayor.
According to him, since 2016 in the Yaroslavl prison № 1 “Barns” there are press hut on torture, where the suspects knock readings and forced to sign confessions. Moreover, according to Urlashov, the people there are not just beaten, but also raped. Abuse of detainees love to film and collect, then to “enjoy these recordings and Pontet each other”.
FSIN management across Yaroslavl region was in the center of a scandal after the publication of a video in which employees of the Yaroslavl colony tortured the prisoner. In the video more than 10 people in the form of a long and methodically hit the legs lying on the table in the middle of the room a man, handcuffed, sprinkled his head with water from a bucket. The investigative Committee opened a criminal case about excess of powers of office. Was arrested 12 suspects, 17 prison staff suspended from work.
The incident occurred last summer, the inmate’s name is Evgeny Makarov. The alleged reason for the torture was disrespectful to one of the employees of the institution on the part of the victim.
The former mayor of Yaroslavl Evgeny Urlashov was convicted in August 2016, the court found him guilty of accepting bribes and sentenced to 12,5 years in prison. Later the term was reduced to nine years.
