For cases of intentional sale of a larger number of tickets than available seats (overbooking), it is proposed to introduce a fiscal responsibility. This initiative was organized by the Ministry of transport of Russia, according to RBC with reference to the representative of the Ministry.
The Department believes that the penalty should correspond to the international practice, but adapted to Russian realities. It is expected that this decision will effectively protect passengers ‘ rights and be sensitive, but feasible for airlines. The Ministry said that the fines will be waived in favor of the state, and in favor of the passenger.
To prepare the relevant amendments and the time to guide them through the entire legislative cycle, the Ministry hopes before the end of 2018.
In September the initiative to strictly limit the sale of tickets by airlines to avoid overbooking was made by first Deputy Chairman of the Duma Committee on transport and construction Vitaly Efimov.
The Deputy of the Duma from “Fair Russia” Igor Ananskikh was proposed to require airlines tenfold to compensate for the cost of the ticket passengers who don’t have enough space in the liner due to overbooking. But the initiative was criticized by experts. In their opinion, the innovation will lead to a substantial rise in fares.
