Roskomnadzor explained under what conditions the media can publish the text retelling memes appearing in Affairs about extremism. Response agencies published “Novaya Gazeta”.
According to Roskomnadzor, the media can retell the content of the pictures and memes from the materials of criminal cases on extremism (article 282 of the criminal code) and insult of religious feelings (article 148 of the criminal code), if the text will not be information in violation of these laws.
In the case that the media is showing signs of “incitement of social, racial, national or religious hatred”, action publication fall under the article of the Federal law №114 “On countering extremist activities”. As noted by the newspaper, Roskomnadzor did not specify whether the materials recognized as extremist by the court, or all the memes in which examination can detect signs of violation of the law.
Journalists of “Novaya Gazeta” has asked the agencies clarify: can the media, if you can’t publish the images themselves, provide readers with at least a description of the pictures.
In Russia, cases of criminal prosecution for the publication of memes in “Vkontakte”. Earlier, on 13 August the Moscow district military court sentenced a resident of the eagle to five years in a penal colony for the comments in this social network. In August it was reported about the detention because of the meme with Patriarch Kirill 38-year-old Andrew Sheshenina. In July, Barnaul opened a criminal case due to the meme in “Vkontakte”: extremism and insulting the feelings of believers accused the 23-year-old Mary Matusow and 19-year-old Daniel Markin.
