Russia opposed the ban killer robots

Russia is ready to support the proposal of France and Germany on the adoption of the UN political Declaration, which refers to the importance of human control over lethal Autonomous weapons systems (saws). While the foreign Ministry said that Moscow opposes the introduction of legally binding restrictions in the sector as a full-fledged artificial intelligence does not exist yet, according to “Kommersant”.

The supporters of radical measures believe that technology is evolving at a rapid pace, so not far off the emergence of fully Autonomous cars that are able to act without control from the person. According to the initiators of the Declaration, in five to ten years the world will face with the introduction of battlefield killer robots, which will be expected to choose targets and attack them.

The Russian foreign Ministry, in turn, points to the difficulty of a clear distinction between civil and military developments in the field of Autonomous systems. The Ministry also said that international law is fully applicable to SAS and does not require adaptation to the not yet existing weapons systems.

Compromise is the offer of France and Germany, which will be considered at the session in Geneva in late August. Countries offer to make a political statement, which ensures that people in any case will play a key role in the activation of combat systems and will be able to control them. Russian negotiators promised to take part in the work platform of the Convention on certain conventional weapons political Declaration on the CAC, with the understanding that it will be agreed following the results of work of the specialized Group of governmental experts.
