Served in Syria, the Russian General has avoided jail after accusations of fraud

The Moscow garrison military court did not place accused of fraud, Lieutenant-General Sergei Carcova in jail or under house arrest, restricted to one of the soft measures — “prohibition of certain actions”. On Wednesday, November 21, attorney Charkova Pavel Lapshov has told RIA Novosti.

The lawyer stressed that the military commander does not consider himself guilty. He is charged with fraud amounting to about 6 million rubles state contract and faces up to 10 years in prison. “The court chose a measure of restraint in the form of prohibiting certain actions,” the lawyer said, without specifying what actions fell under the ban.

Earlier, on 21 November it was reported that the former head of the Russian Center for reconciliation of the warring parties in Syria Charkov is accused of stealing six million rubles. The subject of the investigation was the state contract, concluded between the Military Academy of the General staff and the NGO “Rosbiotech” — large company specializing in the creation of systems of 3D-visualization, information security and other IT tasks.

The investigation leads the Main military investigation Department of the TFR, which is the most high-profile and major crimes among soldiers.

Charkov headed the Center for conciliation of the warring parties in Syria since may to October 2016. He ensured the passage of humanitarian convoys, and conducted negotiations with the opposition, which tried to attract to their side to fight with radical Islamists. For participation in the Syrian campaign Charkov received the order “For military merit”, the departmental medal and the title of Lieutenant-General.
