A new plan of peaceful settlement in the Donbass, which should replace the Minsk agreement, envisages the organization of joint missions of the UN and the OSCE, as well as the creation of the EU Agency for reconstruction of the region. This was stated by special representative of the OSCE at negotiations in Minsk, Martin Sajdik in his interview to the Austrian newspaper Kleine Zeitung.
“In recent years we have seen that in the Minsk agreements is not entirely clear. The important point is that to implement the Central element of the local elections — need help from the outside,” he said, stressing that to organize such an election can only be UN.
According to him, the new plan must approve the countries “Norman Quartet” — Ukraine, Russia, France and Germany. A preliminary version was presented at a meeting in December 2018 in Milan the meeting of the Council of foreign Ministers of the OSCE, which was attended by representatives of Ukraine, Russia, Germany and France, which “was able to ask questions and make comments.”
It is implied that the UN and the OSCE will act in parallel and together. In addition, the creation of the European Union Agency for restoration of Donbass, which would work similar to a previously created EU in the Balkans. Its powers should extend to all areas of the Donetsk and Luhansk oblasts, it must cooperate with the administration of the UN mission and the OSCE, but not be under her leadership.
“We need an agreement that really will have a weight in political and legal terms. The Minsk agreement is not ratified neither the Ukrainian nor the Russian Parliament. And this, of course, the problem,” said Sidik.
Also the plan proposes the establishment of the LNR and DNR of the transitional administration of the UN, which should monitor the implementation of the peace plan
The diplomat added that the number of the UN peacekeeping mission in the Donbas has not yet been calculated, but he thinks that it will be less articulated figures in 20 thousand people.
