The health Department is going to allow the importation of hashish oil, cannabis and marijuana for use in medical research. The corresponding document was published on the Federal portal of projects of normative legal acts.
The text says that the Agency wants to annually buy up to 300 grams of heroin, 1,100 grams of marijuana and 50 grams cannabis oil for research purposes. The Ministry also proposes to increase the quota on the import of tetrahydrocannabinol from 10 to 300 grams.
To work with marijuana is a Federal state unitary enterprise “Moscow endocrine plant”, previously received approval for the production of preparations containing opium. According to the document, the research will cover study, “abuse potential of drugs containing cannabinoids”.
Under current law, the trafficking of drugs from the list of drugs banned in the country, and cannot be used for medical purposes. To implement its initiative, the Ministry proposes to amend government decision No. 508 of June 22, 2009, which regulates the circulation of narcotic and psychotropic substances.
In October last year, the legislative Commission of the government approved the draft law on the procedure of cultivation in the country of narcotic plants for medicinal purposes. His goal — the creation in Russia manufactures of a full cycle of narcotic drugs and psychotropic substances, primarily pain.
The health Ministry categorically opposed the legalization of soft drugs such as marijuana. According to the Minister of health Veronika Skvortsova, these drugs are harmful, and they can only be used short-term treatment.
Medical marijuana is legalized in Australia, Austria, Belgium, Britain, Germany, Spain, France, Switzerland, Canada, USA, Thailand. At the end of January it will be allowed in the Israel.
