Human rights activists from the “Coalition #Besitos” criticized the amendments to the regulations of the Federal service of execution of punishments (FSIN) the rules of visiting the colonies public observers and sent to the government and the FSIN, their comments on the project. This is stated in the text of the comments published on the website of the Fund “Public verdict”.

According to the draft order of the Federal penitentiary service, the visits of members of public oversight commissions (POC) in the colony, and the detention will be recorded on camera by the jailers. The defenders are able to shoot photos and video only with permission of the security forces, to use your own equipment is prohibited.

The authors observations indicate that the new rules will create an imbalance between the FSIN and the PMC: the administration of the colonies and remand centres will have the right to determine what can and cannot be removed that is related to human rights and what not. Any liability of officials will not be provided.

“Establish barriers that Eviscerate the very idea of independent observation. In addition, the proposed rules creates, in fact, a tool by which the FPS will be able to create the desired image forces PMC”, — stated in the text.

The members of the “Coalition” offer to avoid any possible abuse, using the Norwegian model. According to her, community members may not use personal equipment, but the employees of the FSIN are required to remove all that will require observers.

Other claims of the defenders was the lack of accountability of security forces for refusing to allow human rights defenders to record with the DVR penitentiary and retention of such records. They also proposed to prohibit jailers to view recordings of conversations of prisoners with human rights defenders.

“The coalition #Besitos” was created after the publication of the video of the torture of a prisoner Evgeniya Makarova in the Yaroslavl correctional colony No. 1. The coalition includes the Moscow Helsinki group, Fund “Public verdict”, “Rus sitting” and “In defense of prisoners ‘rights”, human rights centre “memorial”, movement “For human rights”, “Team 29”, “Novaya Gazeta” and other human rights organizations and publications.
