The Central Bank has disagreements with the country’s largest Bank — Sberbank — on a number of issues, most of which are associated with high-tech services developed and supervised by the regulator. In an interview with the family-owned Demyan Kudryavtsev the newspaper “Vedomosti” said the first Deputy Chairman of the Central Bank Olga Skorobogatova.
During the interview, Skorobogatova never mentioned the name of the savings Bank, because the Central Bank does not comment on the work of operating credit institutions, however, by circumstantial evidence it becomes clear that we are talking about Sberbank.
The main differences between the two related structures (51 percent of the shares of Sberbank belongs to the Central Bank) refer to two technical innovations: the collection of biometric data of Bank customers and the introduction of the faster payments system (SBP).
According to last year’s law, all Russian banks are required to gradually collect biometric data of individuals. This is to ensure that citizens could obtain banking services to any credit institution, even if the first had to do with her. The data should be sent to the Central Bank created a Single biometric system (EBS), but in reality, the savings Bank sends the samples to its own system, which at the moment is far superior to analog from the controller.
“Some banks is EAS transmit data customers to their own biometric systems, introducing clients to confusion. We already have a large number of complaints about this: people went for the service, but instead register them in EBS, the Bank has transferred their data to another system. We will deal with each of these cases, because this is unacceptable,” said Skorobogatov.
Also from January, the Central Bank implements in the Russian banks the system of quick payments. It can help you can instantly make transfers from the card to other accounts (including card) by phone number, password, fingerprint or other parameters. To this end, the Central Bank has developed a special infrastructure, which can be used by all interested banks.
According to Skorobogatova, the tariff model will be very beneficial and almost free for them: “If we talk about the development platforms of commercial banks, they provide services to banks are not at zero, but under one percent or more. Again, if one player or two can own the whole payment space, it is also slavery, and payroll. And it is even more dangerous”.
The third issue concerns not only Sberbank is the situation with the tariffs of the Russian payment system “the World”. According to the Central Bank, the service card should cost the Russians cheaper than international counterparts: Visa, MasterCard, China UnionPay. However, this is often not the case. Banks interviewed by the newspaper said that it is unprofitable to offer customers a card “the World” because the loyalty program of this system is focused on card holders, not letting their banks. A large part of the interchange fees (interchange fees) from the acquiring Bank (the servicing outlets) enters most of the payment system and cardholders in the form of cashback. On the website of the “World” says that its maximum size can be up to 25 percent of purchase cost.
