The law on stability of the Russian Internet passed in the first reading

The state Duma adopted in the first reading the bill about the stability of the Russian segment of the Internet. It is reported by RIA Novosti.

Stream of the meeting available on the website of the state Duma. According to records, the adoption of the draft voted by 334 deputies, against were made by 47 members of Parliament.

February 12 one of the authors, Andrei Klishas, said that the Russian segment is to attend to the confidentiality of personal information and to minimize the volume of data of Russian users abroad. He also said that centralized management of network within the country can be implemented only if its stability gets threatened.

On 7 February it became known that the authorities will allocate for the implementation of the law of 20 billion rubles. According to Klishas, funding will begin when the Centre will be established for monitoring and control communication network for General use. With it will be analyzed “a real threat”.

The bill, authored by Senator Andrei Klishas and Lyudmila Bokova, and the Deputy Andrei Lugovoi, involves the creation of infrastructure that could protect Russian Internet segment from external threats. Parliamentarians argue that the project is a response to the us strategy of national cyber security, where Russia was called among the countries — organizers of hacker attacks.
