The deputies made amendments to the bill, which provides for the punishment for insulting the society and the state symbols, and raised it several times, reports TASS.
According to the first variant of the draft law, for the public expression of disrespect to the Russian society, the state, the Constitution, the official state symbols and state agencies have proposed to punish by a fine of one to five thousand roubles or administrative arrest up to 15 days. Now the authors of the document want to impose sanctions from 30 to 100 thousand roubles or up to 15 days of arrest. For a repeat of the insult the penalty will increase to amounts ranging from 100 to 300 thousand, the arrest of up to 15 days.
According to United Russia Anatoly Election, who participated in the drafting of amendments, low fines will not stop the offenders. It was therefore decided to establish a “greater responsibility” that will “discipline” and make “ten times think it is worth doing or not.”
“A fine of 500 rubles, thousand rubles means nothing to many citizens. But if a person has paid 100 thousand rubles, he will remember this the rest of my life, – said the MP. But if such liability will not stop the offender, then it will stop penal code.”
The bill on insulting the state symbols were introduced in the state Duma on 12 December together with the draft law on the fight against fake news. The authors – members of the Federation Council Andrey Klishas and Lyudmila Bokova, and the Deputy Dmitry Vyatkin. Later they were joined by a group of parliamentarians. In the first reading the document was adopted by the Parliament on 24 January.
