The majority of Russians overpay for the rendered housing and communal services more than twice. This was stated by the head of Federal Antimonopoly service (FAS) Igor Artemyev in an interview to the program “Pozdnyakov” on NTV.
The Minister noted that a similar situation on the Russian market has developed because of the enormous problems with the law. “Citizens are in the majority in most public positions have long overpaid more than a hundred percent of the cost, and all these conversations that we have there are poor and underpaid, that utility monsters — that’s bullshit,” said Artemyev.
The head of FAS noted that about three quarters of Russian regions openly overpay for housing and communal services, the quarter — on the contrary, underpaid, and tariffs are low. According to Artemyev, today in the neighboring regions, the cost of utility tariffs may vary in 54 times.
To eliminate such distortions the government has made around a thousand edits in existing legislation-still complains Artemyev. To solve the problems of FAS contributed to the full Cabinet the draft law that these issues must be addressed.
The reason for such distortions Artemyev believes “disorderly conduct” at the regional level. We are talking about local authorities who abuse their powers, and FAS, Artemyev, to reach them hard. “We put things in order, now divide the numerator by the denominator, and we are left with only two types of tariffs — current and investment, which is completely understandable, there are operating costs, investment costs,” — said Artemyev.
The government had earlier drafted a bill which prevents the growth of utility tariffs to exceed the target parameters, which are reflected in the forecast of socio-economic development. At the moment, the document passes the State Duma.
