Only 16 Russian regions have fully complied with the provisions of the may decrees of the President from 2012 in terms of the amount of public sector wages. On Wednesday, April 17, RBC, citing data from Rosstat.
The publication compared the published information on average monthly income from employment (wages) for different categories of workers, who traditionally are considered state employees: doctors, teachers, scientific employees — a total of 12 categories. According to the may 2012 Executive orders, their salaries must be equal to at least 100 or 200 percent of the average in each region of the country.
Only 16 of the 85 regions of the provisions of the may decrees were completed by the end of 2018. It’s Bryansk, Vladimir, Tambov, Vologda, Leningrad, Volgograd, Nizhny Novgorod, Penza, Saratov, Tyumen and Novosibirsk region and Altai and Stavropol Krai, Tatarstan, Chuvashia and Buryatia. In the original version of the material featured only four regions: Vladimir, Leningrad and Penza oblast and Buryatia.
In Russia on average only four of the eight categories of public sector employees earn not less than prescribed in the may decrees: teachers of educational institutions, University professors, employees of cultural institutions and researchers. Salaries of recent higher than average in the regions 264,1 percent and reached 100 thousand rubles.
According to respondents RBC economists, the main reason for the failure of the may decrees in most regions is the lack of money in the regional budgets. In addition, the authorities of some subjects tried to meet the requirements of the may decrees for certain categories of workers to the detriment of others, for example social workers and nurses.
