In St. Petersburg employees of the Bureau of forensic medical examination took money for a free autopsy of the dead. This was reported by “Fontanka” with reference to the audit control and audit chamber (KSP).
The total revenues of the forensics amounted to 125 million rubles. “In 2017 – in the amount of 58 426,5 thousand rubles, in 2018 – in the amount of 66 681 thousand rubles”, – stated in report KSP.
Experts have found that employees of SPb GBUZ “Bureau of judicial-medical examination” in 2017-2018, collected money from citizens when they sought advice from doctors “on tanatogenesis (process of dying) for acute, chronic diseases, injuries, and traumatic disease.” The PCB noted that this service is fully consistent with the “study corpse”, for which no money is taken, as it is financed from the budget. Presumably, the coroner received funds for expedited processing of death certificates.
However, the coroner did not take money from law enforcement agencies from other regions of Russia, despite the fact that funding from the city budget for these services is not anticipated. In the opinion of the auditors KSP, the Bureau could get 10.5 million of income.
Claims have also emerged to reporting Bureau, according to which every radiologist in 2018, 42% exceeded normal working hours. In addition, only 90 of 284 documented x-ray studies were registered in a special register. Given the fact that these studies should have been charged, the report lacks 291 thousand.
The PCB also noted the major prize of the head of the institution in the amount of 531 thousand rubles.
In Moscow from 1 January 2015 to November 27, 2017 the leadership of one of the medical institutions illegally provided paid services to the patients who were assigned to free treatment under the program of obligatory medical insurance. Employees earned a total of 3.85 million rubles. In their relationship, investigators opened a criminal case.
