The Ministry of environment is discussing the introduction of a system of discounts in retail chains to customers who refuse plastic bags, reports TASS.
As stated by the head of Department Dmitry Kobylkin at the St. Petersburg international economic forum (SPIEF), the Ministry is in talks with retail chains and manufacturers. All of them, according to the Minister, showed interest in the initiative.
However, he noted that the complete withdrawal of the plastic from circulation is impossible. “Cancel all in one day — it would be the simplest reform. To say “let’s remove plastic, glass, iron from circulation” — it is impossible and it is necessary to understand,” said Kobylkin.
He also said that such bans will lead to the creation of the black market. “Why do we need it? We go the evolutionary way”, — concluded the Minister of natural resources.
Earlier it was reported that every fifth Russian is ready to stop going to shops that sell products in non-recyclable packaging.
